Every actor encountered, whatever the decision. PROFILE-grade actors get their own file in this directory as they are written up.
Verification status after round 2: 44 actors confirmed with their remit checked; 17 found by snowball rather than from the seed list; 11 seed candidates still unchecked (listed in seed-candidates.md).
Round 2 additions are marked ✚✚ and came from following references out of round 1 — most importantly the author affiliations on the two Balearic pool papers, which led straight to a named UIB research group and a Palma consultancy that publishes.

R1 / R2 — Mallorca and the Balearics
| Actor | Cat | Rel | Sub | Prox | Role | Decision | Note |
|---|---|---|---|---|---|---|---|
| IBAVI — Institut Balear de l’Habitatge ✚ | T4 | 5 | 5 | 4 | source, model | PROFILE | Balearic public housing institute, building since 1986. Life Reusing Posidonia (Formentera, 2017, 14 dwellings) used marès stone and dried Posidonia as insulation with stated targets of −50% construction CO₂, −75% post-occupancy energy, −60% water. Multi-award-winning; OBEL Award 2026. The single closest actor to our brief anywhere in R1. |
| Terraferida | T5 | 5 | 4 | 4 | source | PROFILE | Resumed activity 2026 after a ~3-year pause; now focused on research and analysis. Its August 2026 aerial-photography study of Mallorcan pools is the most directly relevant document we have found. Also argues the water debate must address demand, not just desalination. |
| GOB Mallorca | T5 | 5 | 4 | 5 | source, network | PROFILE | Founded 1973, >5,000 members across four island sections. Works on natural sites, biodiversity, water, transport, waste and energy. Actively critiquing the draft Hydrological Plan. Publishes continuously — a watchlist anchor. |
| Direcció General de Recursos Hídrics (Govern IB) | T4 | 5 | 5 | 3 | source | PROFILE | The basin water authority for the Balearics. Owns the Hydrological Plan and the aquifer monitoring data. The primary source behind almost every water claim we will make. |
| Cluster TEIB — Balearic Ecological Transition Cluster ✚ | T1/T5 | 4 | 3 | 5 | partner, supplier directory | PROFILE | Business cluster founded 2022 with 17 partners, now 48 entities, targeting 60. Effectively a vetted directory of local companies in energy, efficiency and circular economy — the fastest route into R1/T1. |
| ABAQUA — Agència Balear de l’Aigua i la Qualitat Ambiental | T4 | 4 | 4 | 3 | source | MONITOR | Manages water supply and sanitation infrastructure for the islands; municipal-facing. Runs an open data portal (dadesobertes.abaqua.cat) — check what it actually exposes. |
| IBE — Institut Balear de l’Energia | T4 | 4 | 3 | 5 | source, grants | MONITOR | Public energy agency of the Govern. Runs Energy Transition Offices giving technical assistance to citizens and municipalities — a direct-to-householder channel worth understanding, possibly to work alongside. Published a 2026 roadmap. |
| Mallorca Preservation (MAPF) | T8/T5 | 4 | 3 | 5 | funder, network | MONITOR | Founded 2017; funds local organisations. Focus areas explicitly include efficient use of resources — energy, water and waste. A plausible future funder and a well-connected node. |
| OSMM — Observatori de Sostenibilitat Mediambiental de Mallorca ✚ | T4/T5 | 4 | 3 | 4 | source | MONITOR | Indicator observatory run by MAPF, financed by Banca March. Publishes island-level environmental indicators including renewable generation and waste. Candidate benchmark source. |
| UIB — Universitat de les Illes Balears | T3 | 4 | 4 | 5 | source, partner | MONITOR | 18 departments, ~130 research groups, incl. an interdisciplinary climate change lab. Committed to campus climate neutrality by 2030: €18.7M, 6.56 MWp PV + batteries + smart grid, and ~800 sensors already logging energy, water, occupancy and environment. That is an instrumented testbed at island scale — a strong P1 partner candidate. |
| Som Serveis Energètics ✚ | T1/T5 | 4 | 3 | 5 | partner, model | MONITOR | Mallorca energy community cooperative, established Sept 2020 by the local Som Energia group. 228 members, 148 installations, 588 kWp. A working local model for shared generation. |
| IMEDEA (CSIC–UIB) | T3 | 2 | 5 | 5 | source | LOG | Confirmed: joint CSIC–UIB institute in Esporles. Correction to seed list — its output skews strongly marine and terrestrial ecology, not habitat, water supply or energy. Lower relevance than assumed. |
| COAIB — Balearic architects’ association | T5/T6 | 3 | 2 | 5 | network | LOG | Confirmed to exist and active, but its visible sustainability work is urban and institutional (e.g. Palma Beach regeneration) rather than rural renovation. Still the best single route to R1 architects; use for its events agenda (agendacoaib.org). |
| ADT — Agència de Disciplina Urbanística de Mallorca ✚ | T4 | 3 | 3 | 3 | source | LOG | Publishes guidance on rustic-land enforcement, including pools. Relevant to C5 permitting. |
| UIB water and tourism research group ✚✚ — E. Morán-Tejeda, J. Lorenzo-Lacruz (UIB Geography); M. Blázquez-Salom (UIB) | T3 | 5 | 5 | 5 | source, partner | PROFILE | Named researchers, on the island, publishing exactly our material: the 2018 pool evaporation paper, plus work on Balearic meteorological droughts, groundwater response to precipitation variability in Mediterranean insular aquifers, and tourism-driven urban water consumption in Mallorca. The highest-value contactable actor found in either round. Reachable, local, and already holds the data we want. |
| Saniconsult Ibérica SL (Palma) ✚✚ | T1 | 4 | 4 | 5 | supplier, partner, source | PROFILE | Palma-based water and sanitary consultancy, and co-author of the 2021 backwash study with UIB IUNICS. A local commercial firm that publishes peer-reviewed work on pool water — rare, and directly adjacent to what we want to do. |
| IUNICS (UIB health sciences research institute) ✚✚ | T3 | 3 | 4 | 5 | source | LOG | Co-authored the backwash study. Route into pool water quality and microbiology. |
| Mallorca Home Meeting ✚✚ | T7 | 4 | 2 | 5 | discovery | MONITOR | Construction and property fair at the Velòdrom, Palma; 2026 edition ran 4–6 June. Exhibitor and speaker lists are the cheapest R1/T1 and T6 discovery instrument available. Check the 2027 dates and attend. |
