Why this domain matters
Regulation is the fastest-decaying fact we hold and the most commercially actionable. A technically excellent solution that cannot be permitted is not a solution. Two live items were found in Wave 0 that affect finca owners now.

Why this matters commercially. If A5 is accurate, every owner using this window needs technical documentation that includes energy efficiency — inside our competence, on a deadline, for a defined population of properties. That is the most concrete opportunity Wave 0 surfaced. It rests entirely on unverified sources.
Open ambiguity. Reporting also mentions municipalities resolving applications submitted between 20 June and 14 December 2024 — a different clause with different dates. The relationship between that and the three-year window is unclear and must be resolved from primary text before the deadline is stated to anyone.

A7–A9 are hard numbers that constrain any pool design we propose, and A10 puts water conservation into the permitting process itself — which is favourable to us.
Withdrawn from the previous draft. An earlier note claimed Decree-Law 9/2020 prohibits blue pool colour on rustic land, requiring landscape-integrating colours. Round 2 did not confirm this; the original trace was a single social-media post. It is not carried forward as a finding. Recorded here so we do not rediscover and re-trust it.
